A Welsh Artist with public works in Cardiff City Hall, Welsh Maritime Museum in Swansea and Balliol College, Oxford. O'Connell established a studio in Penarth in the 1980's and has exhibited his work UK-wide. This oil on board has been effectively framed although naive.
